The European Union’s insurance regulator is preparing tougher supervisory expectations for private-equity acquisitions of insurers and reinsurers.

EIOPA Chair Petra Hielkema has said prospective buyers must demonstrate a credible long-term commitment to policyholders, rather than relying upon short investment horizons or strategies centred primarily on financial returns.

EIOPA’s proposed supervisory statement covers acquisitions, mergers, portfolio transfers and the continuing supervision of private-equity-owned insurers. It is intended to promote consistent, risk-based supervision across EU member states.

The statement is still being finalised and should not yet be described as binding new legislation.
